These submissions were presented to the UNFCCC Article 6.4 Methodological Expert Panel at its fourth meeting in response to a formal call for inputs on carbon leakage in mechanism methodologies. They present a systematic review of leakage quantification methods, a case study on MRV technology adoption, and an econometric analysis of market mechanism impacts on leakage patterns — including spatial econometric modelling and difference-in-differences analyses across 25+ carbon markets.
